if x = 4 then the equation is

1/7(3*4 +y) = 4

1/7(12 +y) = 4

1/7 * 12 = 12/7
1/7*y = 1/7y

12/7 + 1/7y =4

4 - 12/7 = 2 2/7

2 2/7 ÷ 1/7 = 16

so y = 16
