President-elect Garfield named James G. Blaine to Secretary of State. Blaine had a long term interest in Latin America and had two goals.
1. Bring about peace and prevent wars between North and South America
2. Create friendly ties with all American countries to lead to large export trade from North America.
Pan-American conferences were held to help unite North and South American countries in hopes to foster brotherhood and encourage trade between the two.
