Well Goku and Frieza yeeted Jiren off the stadium eliminating themselves in the process, but Android 17 was still alive after sacrificing himself to stop Jiren.
So technically Android 17 "won" the tournament.
In short it was Universe 7.
Also Android 17 wished for all the universes that were erased to be brought back.
