If we have to construct any thing like perpendicular bisector, angle bisector, any angle. For example the primary angle constructed in a 60° angle. But even to construct a 60° angle we need to construct two arcs.
Rest of all the constructions need at least 2 arcs to be constructed.
The only construction that can be done by only one arc is constructing a circle.
