The persona on “The passionate Shepherd” makes a proposition to a lady and talks about the hypothetical relationship they would have, making every detail sound perfect and pure, essentially romanticizing the relationship. In turn, the persona on “The Nymph’s Reply” talks about the same hypothetical future relationship, but has a more realistic and obscure view, for example on the verse "In folly ripe, in reason rotten".
