I believe the answer is: non-development theory of mind
Theory of mind allow us to understand various factors such as intentions, beliefs, and emotion that we and other people felt. By developing such understanding, people would be able to understand why people do a certain things. People with autism tend to unable to communicate with other people because their brain are incapable to develop such understanding.
