The clinical prior authorization (PA) program assists in the
monitoring of drugs not on Medicaid's formulary. The program was made to enhance quality and
manage drug classes that need more monitoring. The clinical prior authorization program is
also used as a means of ensuring that drugs are being prescribed for the right
patients and for the right reasons as drug expenditures is being monitored.
