Jinin Akebino was the Kabutowari's primary user, as he was seen using it after his revival by Edo Tensei.
However, Mangetsu Hōzuki (Suigetsu's brother) is said to have mastered all of the Seven Swordsmen blades, so with that being said its safe to assume he wielded it or is capable of wielding it.
