This is true. 

For a circuit to work it has to be complete. The current must flow from a certain point (source) say a cell or battery and back making a complete loop.
We say that current is the flow of charges from the positive terminal to a negative terminal of a cell. For it to perform a certain task then it has to be complete regardless of the purpose.
